A guide on seat allocation

After a government is formed, MLAs and MLCs will take their seats. Here's how that process will work. Each party won a number of seats at the election. Let's say party A won 20 seats in the Legislative Assembly and 10 seats in the Legislative Council. Now obviously, Party A does not have 30 members- let's say they have 5. Each member will be responsible for a certain number of votes, so if Party A's 5 members were all MLAs, they'd have 4 votes each.

But what if they had, say, 3? That can't be divided evenly. In that case, Monopoly rules are used. So, for example, 2 members could be responsible for 6 votes, and 1 member could be responsible for 7 votes- 6-6-7. The maximum difference would be one. Could someone be responsible for votes in both chambers, though? No. Party A could not have, say, each of its members take seats in both houses.

Members of the Legislative Assembly may represent a specific seat won by their party at the previous election- a map is available here. Allocations will be controlled by party leaders subject to the discretion of moderators. If a member resigns, the party will reallocate seats accordingly. If a member defects, all of their seats except their individual seat will revert to their initial party.

So if a member of Party A, who is responsible for 6 votes, defects to Party B, they will take 1 vote with them, and 5 votes will be re-allocated to Party A. Allocations may be modmailed to /r/ModelWAParliament.
