The Libertarian Consequential Funding (High Speed Rail) Motion had urged the government to provide roughly £5 billion in additional Welsh funding over a number of years. On Sunday it was agreed to with fourteen votes against eight.
However it is the identity of the peers who voted against that may raise an eyebrow - a number of government figures including the Leader of the House of Lords himself.
All the more so considering as recently as Tuesday the Secretary of State for Wales and leader of the Welsh National Party, miraiwae, confirmed the government was ‘working to secure consequential funding’, speaking in the House of Commons.
When pressed in the Lords three days later Mr. Maroiogog revealed the government had instead sought to pursue the devolution of rail to Wales in place of consequential funding.
And yet speaking exclusively with The Model Telegraph, Mr miraiwae also confirmed the Welsh Government had been approached on Wednesday regarding the devolution of rail and had offered an ‘indirect rejection’ of the proposal - seemingly contradicting the timeline of the Leader of the House of Lords as a rejection was offered two days before casting his vote.
Critics of the government - including Lord Braxton who submitted the motion - allege the Leader of the House of having breached the ministerial code and accused the Welsh Secretary of having misled Parliament.
When approached on Saturday, a statement made by the Welsh Secretary claimed the government was continuing to seek consequential funding but ‘did not agree with the specific proposal within the motion’ and decided ‘against voting for it in favour of a better settlement for Wales’. It is unclear what form this ‘better settlement’ will take.
