The following is a summary of the report on the events that took place on Friday the 3rd September from the Police commissioner.
Timeline of events
- Police are called for a routine drug callout by a witness who witnessed a drug deal in their neighborhood.
- Police arrived at the scene shortly after, both officers at the scene attempted to restrain a Polynesian woman in her early 30's however were met with resistance. In an attempt to restrain the suspect Constable Pickle tackled Mrs Collin'sio to the ground, causing an incidental blow to the head.
- Paramedics were called to the scene immediately however were unable to resuscitate Mrs Collin'sio.
- Three class a drugs were found in the possession of Mrs Collin'sio - Methamphetamine, Cocaine and Magic Mushrooms. A combination known as Otahuhu Delight.... allegedly.
- Some time later, a young Polynesian male was arrested outside of Otara KFC and will be charged with the distribution of Class A Drugs
Key findings of the report:
- The investigation notes that Mrs Collin'sio's death may of been avoided had she not resisted arrest
- Further to this, the actions of Constable Pickle were considered incidental in the course of arrest and thus this investigation has decided not to charge constable Pickle with Mrs Collin'sio's death.
- However there are a number of failings evident in the events leading up to this point.
- Constable Pickle should of been relieved of his duties long before the events of Friday. He was clearly unfit for duty and his continual employment represents a failure from the Police administration not only in Counties-Manukau but also Canterbury to monitor the good conduct of its own officers.
Steps forward:
- With immediate effect the Super-Intendent commanders of both Counties-Manukau and Canterbury will be relieved of their duties.
- Constable Pickle will have his employment terminated, but no further action will be taken.
- The New Zealand Police will tighten background checks for all officers to ensure that this does not happen again in the future.
- The Police will overhaul our cyber-security protocols in order to monitor the conduct of all our officers online.
- An independent IPCA report will be commissioned in order to expand upon the findings of this report and investigate what further action may be taken to improve the quality and standard of Police responses to drug related offences.
We understand that this is a trying time for all New Zealanders. But we urge the public to honour the memory of Mrs Collin'sio by refraining from causing any damage to persons or their property.
