BestInBounds is preparing his notes as he begins to speak about the ACT Maori and Pasifika policy, the large crowd falls silent as BestInBounds steps to the podium.
Malo lava everybody and thank you for joining me here today as I reveal ACT''s proactive Maori and Pasifika platform, one that seeks to empower our vibrant communities by addressing systemic health inequalities and providing a new approach to community driven leadership initiatives. ACT is led by two proud islanders and with one of the largest Pasifika caucus's as potential members of parliament we can assure you that you will be heard, and you will be represented to the absolute best of our abilities.
Firstly, ACT will repeal and replace the Maori Community Development ACT to strengthen and lessen restrictions on Maori Wardens and Maori Councils. Through this it is our hope to usher in a new age of independent Maori Governance. The time has come to put faith in Maori solutions to issues that concern them, they have done so for hundreds of years and ACT has full faith that enabling greater sovereignty is a step in the right direction towards repairing the neglected relationship between the Crown and Maori. Maori council's are a fundamental part of co-ordination with the crown on key issues, and empowering such bodies with greater freedom means better outcomes for all involved. Maori Warden, owing to their close emotional proximities to the communities they serve are a fantastic use of government spending and ACT will work to ensure that we can boost the number of Wardens and the funding they receive. The work these wardens do, as volunteers are of immense benefit to the people and whanau they serve and provide an incredible level of support for those struggling in our communities, with nothing but a desire to serve, and that is something they do well.
Along the same vein, ACT would oversee the implementation of a similar Pacific Wardens program which would guide New Zealand into a new era of community orientated Justice and law. Pasifika have consistently called for better bias and cultural awareness training for the officers stationed in our communities. ACT's proposal will see agency put back in the hands of the communities with the intrinsic knowledge of what works for them. We want Pasifika solutions to Pasifika problems, something that the Islander community has not yet been given the opportunity to at least trial at the scale we are now proposing. Now more than ever, in a world where marginalized communities are speaking out against Policing tactics that have failed them, isn't it time we placed some responsibility on Pasifika shoulders so that we can show the world what happens when you give role models within these communities a platform to both enforce the law where necessary and spread positive messages to our young fanau. The only possible downside to this is cost which ACT would ensure is more than adequate enough to support this burgeoning social infrastructure.
Health wise, ACT's has a couple of policies. Firstly overseeing the reinstatement of annual reporting requirements against a general Maori Health Strategy is part of our plan to ensure we not only meet the medical needs of Maori consistently and to the quality expected, but also that the inequalities Maori face within healthcare are identified and eliminated. A fairer New Zealand is one where we all can receive equal access to healthcare regardless of ethnicity and annual reporting requirements are an excellent way of ensuring our providers never rest on their laurels and are continually working towards achieving the best quality outcomes for Maori. This strategy would be created by experts on Maori health and wellbeing with the unique circumstances Maori face being of paramount importance, and will be the crux of the proposed reporting requirements. As well as this, Gout, which disproportionately affects Maori and Pasifika will be a key health issue ACT will try tackle with a variety of plans. One of these plans is fixing the inequalities that both Maori and Pasifika have in acquiring uric acid lowering medication. Whether that be in the form of a government subsidy or otherwise. Gout is an issue that needs to be addressed and ACT is pleased to have a proactive plan to deal with it.
Maori enterprise and equality of opportunities is a key component of the Economic part of our Maori and Pasifika Policy. If you couldn't tell in this speech, community ownership and accountability of their future is a key component of ACT's policy. We wanted initiatives that put the community at the forefront of everything that we do, and therefore ACT's economic policy is no different. Firstly we'll support young Maori and Pasifika entrepreneurs at the grass roots level so that they can infuse new perspectives, experiences and ideas into our bustling commerce sector, which can only stand to gain from new blood. Support starts with the rollout of better programs at high school and intermediate level which reward not punish business acumen among our next generation. These rewards can range from start up subsidies to NCEA credits and university scholarships, the possibilities are endless and so is the future of Maori and Pasifika business. If we get it right from the bottom up, which I know we can, we can break the cycle and put an end to the poverty trap so many Maori and Pasifika find themselves in through no fault of their own. All that needs to be done is to provide better and more widespread support than has been the case. Further to that, eliminating discrimination within the labour market that disadvantages the equality of opportunity for Maori and Pasifika is another key element of our mandate, so that every worker has the opportunity to provide for both themselves and their aiga. We'll do this by ensuring their are stringent anti-discrimination protocols in place which deal with prejudice when hiring new employees, whilst also ensuring that Maori and Pasifika have equitable access to workshops which specialise in the development of human capital.
In conclusion, ACT's Maori and Pasifika policy has 4 elements. Encouraging greater independent Maori governance, the fostering of a pacific wardens programme which places our communities at the forefront and enables role models within them to enact positive change for our youth. Addressing healthcare inequalities with a annual health strategy and a plan to combat gout which affects so many Maori and Pasifika. Lastly, ensuring that we can give every opportunity possible from Primary school onwards for the Maori and Pasifika business leaders of the future to create and hone their business skills before embarking on their journey into the labour force. In doing so I hope we can expand the current core of Maori and Pasifika businessman we have in New Zealand and provide hope to those who someday want to emulate them. ACT is confident that taking the reigns away from central government with little experience of Maori and Pacific needs and handing it back to trusted leaders, volunteers and enabling development at grass roots level is the tool to a successful and prosperous future for all New Zealanders, not just Maori and Pasifika.
