Is there "submission text" for the new UI?

I've gotten around to sprucing up my subreddit for the new UI.
It seems like with mobile device UIs there are many ways for users to NOT see some rules about what kind of posts are not wanted.
I noticed there doesn't seem to be a way to post "submission text". In the Old UI that would be a note above the text box they use to make a new thread.
Is there anyway to do that in the new UI?

Posting guidelines are actually not shown in the app at all; the completely-non-editable create post screen on my subs even goes as far as to tell users they should post elsewhere instead.
The best you can do at the moment is add the instructions as a pinned/announcement post, and hope app users will happen to read it there.
