Why are bots/spammers able to spam modmail without being rate limited?

/r/interestingasfuck modmail has gotten spammed multiple times over the past month by trolls with bots spamming hateful messages over modmail. The bot is banned (great) but why would you even let a user send 50 modmail messages over the span of 50~ seconds?
It's not like rate limiting users is some unheard of practice, every new user is rate limited and every user is rate limited when the comment/post in a subreddit where they don't have 100karma.
