R4R sub has had user report of messages trying to encourage men to use and abuse his unconsenting gf, but since the user has not posted in the sub, banning wouldnt affect their ability to pm other posters

To my knowledge there isn't a way to hide the sub/posts from certain users, banning would prevent the user from posting but that hasn't been the case, and any action we take against that user would be bypassed by creating a new user (although eventually may be picked up as ban evasion).
How can we keep our genuine users safe, from predatory users that are PM'ing rather than posting?
