Is new account throttling broken? A 30-minute old account is able to spam multiple subs with ~150-200 comments per minute

I just banned /u/Hanson-1505096720771 for multiple spam comments they left in our sub 3 minutes ago, and I have to go back 500 or more comments of theirs to see if they left any others in our sub that haven't been reported yet.

Re-instituting throttling new accounts would make this firehose-of-spam approach much less successful for them, and much less of a mess for mods of multiple subs.

edit: the account made at least 800 comments in various subs in ~5 minutes. I stopped going back through their comment history at that point. They were then site banned within a few minutes so I could no longer navigate their comment history.

EDIT 5 hours after posting: they have returned on /u/Fran-014687902761249 .... who has made over 500 spam comments in multiple sub-reddits in less than a minute.
