Example where the user was already shadowbanned before sending the chat invite, and able to have a whole conversation and send images (N.B., scammer sent unsolicited NSFW pic in this):

I am not sure if there are other instances, but I think there are; I recall a couple other times of checking the profile of a user who was chatting with me and finding they are already shadowbanned, though I didn't specifically check if they could still message after that moment.
If this is widespread, this is very concerning because the overwhelming majority of scammers that message my communities' members are only ever shadowbanned, meaning that they are now free to continue scamming users even after they are banned from Reddit. Community bans are already completely useless against these, despite our numerous pleas for community-banned users to be restricted from messaging posters or seeing posts or usernames, but now even site-wide shadowbans have no effect; what is going on here, and can this be fixed?
Is anyone else seeing chats from shadowbanned accounts?
Following up here again to report another instance; this is still happening as of right now:
It previously did; there have been many, many times I've been chatting with someone sketchy, and the next message suddenly couldn't be sent; I check the profile and it's shadowbanned. I'm not sure why this seems to have changed. Previously, chat did not even load at all for shadowbanned users. Now it doesn't seem to be an impediment, so what's even the point of shadowbanning someone if they can keep on spamming and scamming people?
Most of the communities I moderate are specifically for finding people to chat with, so turning off chat isn't even remotely an option. The option to send PMs is pretty buried, and people without access to chat generally cannot use these communities at all.
