Is the game just bad at lanes or is there a way to pick your lane before queuing?

This game is insanely fun, the BIGGEST problem is people going 3 mid lane, 3 jungles, or everyone mid. What is going on? I've been playing ranked for 2 weeks and it's almost impossible to have a regular match. Right away I'm usually going against 2 people or ik sharing a lane with 2 others.

Is there a way to pre lock your position or do I just deal with noobs? Also how do I even know what heroes go to what lane? In league I can see what position is left, and I can filter heroes in hero selection by lane.
