How do I use alpha effectively & rotate exp?

I'm newer to exp lane. Played mid and mostly gold. Bored of the same old heroes to fight and same play styles so going exp.

I do really good with alpha but I don't rotate enough and it can be a detriment when we have another team member who's rotating but just dying and causing more stress on the team.

I'm so used to gold lane and farming the first 5 minutes I really have a bad habit of not rotating until I get my first tower. Their exp laner always rotates more than me.

When should I rotate?

Should I still rotate if I'm being frozen?
