2003 Eclipse heater problems

My mitsubishi eclipse will only heat up depending on the temperature outside. If its above 50 degrees its fine but anything below it'll just blow room temperature (not enough to drive comofortably during winter). There doesn't seem to be any problem with the heater core as there's no signs of coolant leak or engine getting abnormally hot. Any help diagnosting the problem would be greatly appreciated.
Edit: heater also blows colder when the rpm is at max speed. Defroster works fine though.
