Programs and Methods for Creating Wallpapers/Pictures?

I just recently got into minimalism, and I have only created a few pieces in the style. An example is below.

Asking around, I was told that because of not anti-aliasing, the curves came out looking choppy when observed up close and looked overall bad. I was also told that I should use a vector-based program instead of a raster-based one (I used Paint.net, which was advised against).
Are there any suitable freeware/free vector-based programs I can use, and what sort of methods/techniques should I utilize?
