Players can join my 1.16.4 paper server with a 1.16.5 client??????????

Iām running a paper server on 1.16.4 and a few of my players can access the server with a 1.16.5 client. I tested this out myself as well. I can get on with a 1.16.5 client. I thought this was impossible. Any explanation on to how this is possible???? As well are there any security risks associated with this???
