How to give myself a structure block that is 1. Set to load and 2. Already contains the right structure name, so I can just place it in a redstone block and it will create the structure right when the block is placed down?

As the title says. I woild like to have a structure block that contains all the data needed to just place it on top of a redstone block and have it automatically build the specified structure.
If you put in the comments a command, work under the assumption that's the structure is named "starter"
