What is the minimum possible value for distance or rotation?

I tried using command blocks to summon a NoAI pig that is being rotated by 0.005 degrees every game tick, and to SetBlock 12138 blocks away from where the pig is facing. While it is building the circumference I need for my city, there are significant holes in between each block (18 blocks apart to be precise), and no amount of lowering the distance of rotation will fix this issue, so I can’t get a complete circle.
