whitelist problem

Hi, i have a problem with whitelist on my server. When i try to add somebody on whitelist when he is not on server it works but when he try to join it not letting him join showing that he is not on whitelist but he is. The biggest problem from this all is idiotic way that whitelist is working When i type /whitelist add Test It saving but everything is lovercase
Server 1.18.2 Forge Offline mode
Do you have any solution? Because i want automaticly add whenever somebody pay for enter
