Resource Pack wont apply in game

I've downloaded a resource pack for modded minecraft and it wont apply to the game, I've got 3 others that I can apply perfectly but this one wont. I've got 12Gb of ram allocated to the game so I don't think its a ram issue and my CPU is 50% or less usage. The game doesn't crash, it just wont apply the resource pack.
