What's the theoretical AVERAGE number of end cities a Minecraft world could have

I know its kinda a dumb and technical question, and the biggest issue with it is what does Average mean. My definition of average would be take X amount of mc worlds (lets say 2000), and counted how many end cities there are (If you have a diffrent definition, feel free to use it! :D). All and all, what would it be?

Also is there any equations that I could use to find this! The main reason I ask is because it stemed from the question of "Whats the max amount of shulkers I could have in a single player world?".
