1.16.4 server issues

I run a server thats 1.16.4 through ggservers and for some reason my end and nether dimensions are hard locked to peaceful. Ive tried through console and in game changing it but its not working. I have plugins on but they're for perms and I'm exempted from them as I set myself to have access to all perms. anyone else had an issue like this or has fixed it?
