How can I keep chunks loaded in both the Overworld and Nether at the same time? (1.16)

I have a large scale spawner farm about a thousand blocks away from my storage which I'm using a a transport system of:

Farm - Nether Portal - Hopper Chain - Dispenser Clock - Nether Portal - Dispenser Clock - Water Stream - Chests

And for it to all work, I need both the overworld chunks for my farm and my storage chest area to stay loaded as well as the chunks along the 100 block hopper chain in the nether and the dispenser clock in the nether as well. All these areas need to be loading in at all times.

How can this be done? I've already tried /forceload and a plugin to no avail
