What is the best level of Efficiency for diamond shovels?

What do you tend to use?
At the moment I'm using Efficiency III because it can mine things fast if I want to, but I can also go slower with short clicks.
I used to be fairly 'more is better' and just go as high as I can. I find that when using super-efficient shovels I often end up digging blocks that I didn't to, a bit like mining in the Nether. (I still mainly use/enchant Efficient 4 or 5 pickaxes though because I don't lots of enchanted tools yet so that's more useful in general.)
