Users experience massive lag on my server with only 2 people playing.. Can I do anything!?

I have a windows box running 32-bit windows xp and it has a intel quad core at 3.0ghz with 4 gb of ram. Is there anything I can do to fix lag? I have 24mbit down and 4 mbit up. I have tried different affinities and priorities for the java process. In the end nothing helps. Please help!
