PS4 pillager/raid problem

I have made a raid farm on PS4 ( copied silent wispers design) and the top half where the raid is works fine however I keep having problems with the bottom part which is the outpost, my pillagers won’t spawn in the outpost they spawn around the outside and they don’t spawn that often. I’m on hard difficulty.
