I've seen lots of threads titled like mine, but none recently, and none with a fix that worked for me.

My specs 32 Gigs of ram (8 gigs allocated) Gtx 1070ti graphics card I7-8700hq 2.20 Ghz core processor  64 bit Windows 10 pro

No mods minecraft, lowest settings, max performance settings with the battery, with optifine on the lowest settings, with a render distance of 2 chunks I get a maximum fps of (drumroll please)...

1. And that's staring at the ground.

This isn't the first place I've posted this issue, many have told me it's my 2 ghz processor that's the problem, but I really dont think so. A buddy walked me through some steps in the nvidia control panel to make java use my graphics card and do some stuff with jvm arguments but that didnt help. Any ideas or fixes anyone else has found? It would be greatly appreciated. I'll also answer any questions you may have.

Tl;DR: Great Laptop with not so great processor gets terrible frames, has tried many fixes but nothing works, please help.
