How to Incentivize Overworld Transport?

I love the idea of building above ground minecart tracks, water channels and horse paths. However the Nether is such an efficient and easy transport method that there is no reason to use any of the interesting transport options in the game.
How can we (or Mojang) incentivize the use of different transport options?
