Testfor Radius and Detecting specific players.

So I'm trying to make a mini-game and spawn points for the different teams is complicated to me. Need some help. I've let the players die and go to a spawn point, then the command block will testfor any players inside the spawn point radius. Then I've made it to where the game tests for people who have blocks (redstone and lapis) on their head armor slot. The game does recognize the players in spawn but the comparator doesn't light up and fire the next command block. Command that needs work: /testfor @a [r=10]{Inventory:[{id:minecraft:redstone_block,Slot:103b}]}
