Accurate 1.7.10 ore graph?

Everywhere I look it says specifically the redstone and diamonds only spawn at Y lvl 15 or below but this is outright false on such a level im amazed it ever became as popular as it is. It is infact lvl 21 and below that diamonds spawn and I have a current world with many diamonds at 21 to prove it. I'm trying to find any guide for redstone but there is none that is accurate.
