How do you make Jungle towns work?

I thought my townsfolk might be safer in a tree community, but everyone is constantly falling to their deaths. And then everyone else morns them, wanders around under the tree canopy and gets slaughtered by mobs. I'm probably losing two or three people every few days.
Should I be doing something different?
