Because only the nazi's called their army that, the imperial army was called the Heer and the wiemar armed forces were called the freikorps. Luftwafe is more generic and just means air force. Similarly the kreigsmarine was renamed marine to remove nazi connotations before Hitler its was called reichsflotte

Deutsche Luftstreitkräfte but it wasn't a separate entity, it was a branch of the army. It was later banned under the treaty of versailles. The luftwaffe of the wehrmacht was formed secretly later on using the generic term luftwaffe. There is no operational continuity between it and the modern bundeswher luftwaffe, although it did absorb the NVA Luftstreitkräfte upon the reunification of East and west germany
