A question regarding the fabled HALO jump

We see in military movies all the time that a group of Navy SEALs or Deltas will HALO jump into Russia to take out the bad guy. My problem is that modern radars can detect aircraft flying at ridiculous heights and it isnt that they are trying to fly out of SAM range because the S-400 has a range of 400km. So my question is, is the HALO jump possible to get into a country like Russia or China undetected like the movie show?
