Passwords keep reappearing

I've deleted all passwords from Edge. Because it doesn't have a sync passphrase to protect me if Microsoft gets hacked, I don't want it to know my passwords.

However, when I got a new phone, they all reappeared on the phone in Edge. I've confirmed Chrome does not know any of my passwords. I don't have any other browsers. Edge on my computer doesn't know them.

How did Edge find/store all of my passwords. How can I permanently delete them to secure my accounts??

Any help is appreciated. I'm at wits end.
