Are NC1s sold with this tape on it? Or did a previous owner apply it?

I’m preparing to wrap my car and I’d like to remove these if I can. Unless they are part of the original car design. The city I live in has a custom of “love taps” when parallel parking so I think a wrap will help with the scratches in the second photo. Also, how can I hide or fix the scratches before I apply a wrap?
