A somewhat disorganised article on Canada's introduction of the metric system included the following statement:
A metric-standards bill was introduced by Illinois Congressman Fred Albert Britten two years later. [1924] In order to keep the American standard names for units of measure, their amounts were adjusted to match their closest metric equivalents.
According to this article in Time, Congressman Britten's bill would have introduced the metric system to America as:
. . . the metre (world yard), the litre (world quart) and the one-half kilogram (world pound). The world yard and world pound are about 10% greater than our present measures, and the world quart about 5% greater than our present quart.”
