Orange 40 mg wafers versus red or clear liquid

I am currently on the 40 mg wafers through my clinic I'm at 140 now so 3.5 wafers.
I have read a few times in here that people say the liquid is not as strong as the wafers. Is this actually true or just placebo? I have a feeling it is just placebo but I've never tried any of the liquid forms so I do not know.
