How to blacklist IP addresses?

Looks like one of the installers got out (the location it was stored in might have been compromised), how can we black list IP addresses? It would be nice if this was an option from a client, and this list maintained in the server itself.

Also is there a way of changing something so old installers no longer work? (with out breaking all the clients currently installed, or at least selected to update before changing something)?

We use a reverse proxy (Apache), however i really dont want to be playing with Apache IP security.
