Steering wheel shakes only when braking

Kind of lost on what could be causing this, last guy who did the brakes says rotors were not changed although checked for any warping. I’m betting on warp or stuck calipers but I’m also being told that balance could be off or the fact that my truck has off road tires. It’s a 2017 4Runner
