1997 4runner smoking on startup

Every morning I start it there’s thick white clouds for about 2 mins and it smells like steam.(seems excessive for just regular cold start up) I had the headgasket checked and it was good and mechanic recommended it was valve stem seals so I had them done and issue still persists. Coolant and oil level have not dropped. At a lost I own a couple of these 4runners and none of them do this
