Oscillating kind of noise(??) over 20mph

My '07 Citroen C2 has started making a constantly oscillating noise while going over 20mph which gets faster as speed increases, it gets louder and I can feel a fair amount of vibration in the steering wheel, revs do not have any effect on the noise I've tested that, my first thought was a bad wheel bearing but there's every chance I'm wrong, any help would be brilliant
