4.3 Vortec P0420 cause?

2002 Silverado 1500 is giving me a cat efficiency code, need to get it off for emissions. The cats on it are only about a year and some change old but it’s saying bank 1 isn’t functioning properly. Just wondering if anyone else who’s dealt with this has some input, is it 100% that cat or could it just be bad o2 sensors?
