Cigarette lighter wasn’t working, found “cut?” Wires: can I DIY fix this?

Hey so I the 12v charger/cig lighter in my 2007 Buick Lucern (recently bought off a family friend) wasn’t working when I got the car, I wanted to see if there was anything wrong with the socket itself and then I found the wires weren’t even fully connected. There’s a black and a grey wire both by themselves, that appear to have previously gone to the Cig lighter but have been cut, is this something I can hack up with some kinda wire splicer since it’s just the 12V wires and nothing unsafe? Or is this risky and I should get someone to replace the wires completely
