2002 Mercedes CLK430 front parking lamps not working

 Looking for input on where to go from here. I noticed my Front right parking lights do not work on either side. I was certain the wires were the culprit of my lights on working, so I shrink wrapped new insulation on the wires after de pinning the connectors. They no longer look like the photo. This unfortunately did not solve my issue as the voltage readings were exactly the same as before repairing the wires. 
 I checked the fuses on the headlight switch that control those bulbs, the smaller bottom light does work on both sides, but not the bigger 12.8v bulbs. I pulled the fuses until the small bulb went out. 

1) verified the fuses work, and power is getting to the headlamps.

2) I disconnect the headlamp harness (4 pin connector) voltage with my multimeter:

Solid white wire: .07v Grey w red stripe: 11.76v Solid yellow wire: 11.78v Brown wire: 0

 The odd thing for me is the little bottom bulbs read 11.76v! While the bigger 12.8v bulbs read .06v on both sides. I also checked the connector for each bulb and still read the exact same. I will provide photos. Iโ€™m thinking it could be the integrated headlight switch/fuse box, but donโ€™t know much on these Euro cars. Any thoughts guys?
