Chevrolet deny to service/reimburse recall for an older vehicle, what can I do?

Hey everyone. I bought a 1990 Chevy Corvette which has seatbelt recall and old owner didn't get it replaced. I took the car to dealer and they did not able to find part. Called Chevrolet customer care, and they are saying they can't find or reimburse for the part either. Anybody gone through this? I need some mechanics advice if they get something like this replaced and asked the company for reimbursement.
