Good afternoon everyone, I need help with a new purchase I made. Bought a c4 vette from a charity auction for my father who is living in Turkiye. He is coming this week to the states and this is going to be a gift to him since it was his dream car and he was dreaming of buying one of them when I was a kid and it is almost impossible to buy and keep them in Turkiye(because of yearly taxes for big engine vehicles).

Long story short, the front end was super low when I purchased the vehicle. When you look from the side, The tires were over fender, with almost no space between the tire and the fender. I thought that would be a collapsed shock absorber issue, and replaced them. The ones on the car were Bilstein and was looking like brand new. Installed the new ones, still the same. It is the Bilstein Front Series B6 Shock Absorber 24-020534. The car is still super low. I don't know what is going on. It does not look like an adjustable shock and the front side is touching the ground on the street even passing through the smallest bump(the front bar under the radiator is touching, possibly radiator support.

Anybody can help me with that by any chance? We have worked on hundreds of cars but not a 90 vette and I would appreciate any skilled people who are familiar with these cars. I am stuck.
