Why would my MAF sensor be getting 12.4V at idle when it should be getting around 1.0v?

This is on a 1993 Nissan hardbody pick up with 330,000 miles. The only answer I’ve gotten is a bad ecu. I don’t want to jump to conclusions but I’m not sure how to test the ecu. I popped the cover off my ecu and it looks brand new. Any ideas?
