Who should do a pre purchase inspection? The brand dealer or a high rated shop? (Portland, or & Subaru)

I'm looking at a 2018 outback that's a short flight away. Only 55k miles and it's from a well reviewed dealership in Portland (that provided their inspection and repairs too)but I think I should still get a ppi?

Would I want to get it from a Subaru dealership or just a highly rated&reviewed shop?

Dealer - pdxmotorcar

Shop I'm thinking: Portland best repair (79 reviews and 5 star rating on Google and their name says they're the best)
