Scratches in the windshield. Is it repairable?

I have bought a car which has deep scratches on the windshield. Is there a buff or something that can remove that scratches? There was a glass polish(cerium oxide) on Amazon but it is too hot in Texas to put that thing on windshield and it didn’t work well with my tiny polisher.
