What do you think about balancing unit barriers (Hacker and Fortress) by having it be a large starting number, and then a smaller increase per level?

For instance, hackers could be 25k starting and then increased 5-10k per level.
Fortress could be 40-50k starting and increase 10-15k per level.
Because a fortress or hacker that gets rolling is just basically unstoppable, particularly with how nerfed storms are right now, your only real options for punching shields are balls/melting point, or leveled, charge shot phoenixes.
Or I guess Fang spam.
Still, it's a bit too overtuned at the moment to have numerous 40-50k shields on the field every round for how cheap they are to obtain. And once they start getting levels it becomes a nightmare to break them.
