In a heterocyclic molecule, like Pyridine, is the nitrogen considered a substituent?

Reason I ask is because a problem I've come across said "oxidation occurs at the substituent" and if I was able to eliminate atoms in the ring of heterocyclic molecules I could have come to my answer far easier.
