Giving out names to customers

I have run into the situation where a customer asks me for one of my coworker's name multiple times and I'm not sure what the actual protocol is for handling it. I usually say I'm not allowed to give it out, it's illegal or just give them a random name. I know the obvious answer is nametags, but for whatever reason we don't use nametags at my location. It might be lazy management or whatever, but no one seems concerned about giving employees nametags.

Anyways I just don't want to screw anyone over because I know it's usually for complaints, but I also want to know how I'm supposed to "technically" handle this situation...
